Hit Up Your MP's! Dr K's Open Letter

A follower forwarded over to GiB a copy of the open letter he sent to MP Ghassan Moukheiber a few months ago. Dr K chose Moukheiber out of 128 MP's not only because he happens to be the MP for his circonscription, but also because he used to be most open to the LGBT cause, and happens to be a lawyer. The letter is still without a response, so if anyone knows someone who knows someone who knows MP Moukheiber or any of the younger/cooler crowd in Parliament, please circulate!

Monsieur le député Moukheiber, 
Je ne suis pas un quelconque activiste, ni un militant pour une cause humanitaire, ni affilié à un quelconque parti politique, je suis tout simplement un citoyen libanais en exil à l'étranger et qui étudie la possibilité d'un éventuel retour à mon pays après mes études. Par cette présente lettre je souhaite exprimer ma tristesse face à une situation qui reste bloquée au Liban depuis des années. Il s'agit du statut juridique de l'homosexualité.

En 1990 , L'Organisation Mondiale de la Santé supprima de sa liste des maladies mentales l'homosexualité. Aujourd'hui , 20 ans plus tard, des homosexuels libanais continuent à être poursuivis pénalement au liban. Quiconque essaie de prouver que l'homosexualité n'existe pas au liban se leurre royalement. Il s'agit d'une orientation naturelle de la sexualité humaine, les psychiatres du monde entier sont aujourd'hui d'accord pour dire qu'aucun traitement ni aucune psychothérapie ne peuvent faire changer l'orientation sexuelle des humains, et qu'elle résulte de l'action conjointe de facteurs hormono-génétiques et environnementales. Le mariage entre hommes qui s'aiment est légal dans plus de 8 pays dans le monde; des dizaines d'autres pays offrent la possibilité d'une union civile et une majorité de pays dans le monde ne condamnent pas cette orientation... Les mentalités évoluent inexorablement. Pourquoi est ce que le Liban est toujours à la traîne dans ce domaine? Pourquoi est ce que la loi 534 continue aujourd'hui  d'exister et d'etre appliquée alors qu'une telle loi discriminante et homophobe ne devrait pas avoir sa place dans un pays démocratique?

Si ce sujet me tient à cœur c'est parce que je suis en couple avec une personne formidable qui est du même sexe que moi. Et à chaque fois que nous rentrons au Liban ensemble, nous réalisons qu'une éventuelle vie dans notre pays est tout simplement impossible. Pourtant je suis citoyen libanais, j'exerce mes droits civiques en tant que citoyen libanais, pourquoi est ce qu'une vie normale me serait impossible dans mon pays? A quand un débat honnête sur ce sujet au Parlement? A quand la suppression totale et définitive de la loi 534? A quand des commissions parlementaires libres non politisées et indépendantes de toute influence politico-religieuse pour faire avancer les choses dans le domaine des droits de l'Homme?

Monsieur le député, la situation des homosexuels au liban est déplorable! L'exclusion pousse à la déviance, la communauté gay au liban ne cesse de se tourner vers des addictions en tout genre y compris vers la drogue, la prostitution et autre pratiques néfastes tant sur le plan physique que moral, pourquoi ne pas tendre la main à ces personnes plutôt que de les exclure? Il est grand temps que notre gouvernement prenne des actions concrètes en notre faveur. Il existe bien d'autres pays arabes (même plus islamiques que le liban) qui n'appliquent pas une telle loi discriminante, tel que la Jordanie.

Monsieur le député , il est grand temps que nos politiciens assument leur responsabilité en prenant des actions concrète pour limiter la fuite de cerveaux! Des centaines d'autres couples homosexuels libanais n'attendent que l'annulation de la loi 534 pour retourner au pays.

Nous attendons tous des actions concrètes en faveur de la liberté et de l'égalité.

    I'm not some activist or an activist for a humanitarian cause, nor affiliated with any political party, I'm just a Lebanese citizen in exile abroad and exploring the possibility of an eventual return to my country after my studies. By this present letter I wish to express my sadness to a situation that is stuck in Lebanon for years. This is the legal status of homosexuality.

    In 1990, The World Health Organization removed from its list of mental illnesses homosexuality. Today, 20 years later, Lebanese homosexuals continue to be prosecuted criminally in lebanon. Anyone trying to prove that homosexuality does not exist in Lebanon lures royally. It is a natural orientation of human sexuality, psychiatrists around the world are today agree that no treatment and no psychotherapy can change the sexual orientation of humans, and it result of joint action of factors-genetic and environmental hormone. Marriage between men who love each other is legal in over 8 countries worldwide and dozens of other countries offer the possibility of a civil union and a majority of countries in the world does not condemn this direction ... Attitudes are changing inexorably. Why is that Lebanon is still lagging behind in this area? Why does the law 534 continues to exist today and be applied so that such discriminatory and homophobic law should have no place in a democratic country?

    If this topic is dear to my heart because I am in a relationship with a wonderful person who is of the same sex as me. And every time we go to Lebanon together, we realize that any life in our country is simply impossible. Yet I'm Lebanese citizen, I exercise my civil rights as a citizen of Lebanon, why is this a normal life would be impossible in my country? When is an honest debate on this issue in Parliament? When will the total and definitive elimination of the law 534? A parliamentary committee when not politically free and independent of political and religious influence to get things done in the field of human rights?

    Sir, the situation of homosexuals in Lebanon is appalling! The exclusion grows to deviance, the gay community in Lebanon continues to turn to addictions of all kinds, including to drugs, prostitution and other harmful practices, both physical and moral, why not reach out these people rather than exclude them? It is high time that our government take concrete actions in our favor. There are many other Arab countries (even more Islamic that Lebanon) that do not have such a discriminatory law, such as Jordan.

    Sir, it is high time our politicians assume their responsibility by taking concrete actions to limit the brain drain! Hundreds of other gay couples Lebanese await the cancellation of the law 534 to return home.

    We all expect concrete actions in favor of freedom and equality.

  3. I fully agree and support the letter, but... there is something which I dont understand.

    What is it that Dr. K want? Whether or not the 534 law is abolished what will change for him?

    I know a lot of homosexuals that live together in Lebanon and no one bothers them.

  4. well here s a thought for you last Anon.

    let's say you live in a country and one day they decided to make owning a cat at home, illegal.

    you who just love your cat too much, decide to keep it, thinking that no one needs to know you keep a cat at home.

    but then you find yourself constantly having to hide your cat.

    everytime you go out, you start worrying that your cat might escape and they'll come after you

    everytime someone new sees or hears your cat, you start worrying that they might tell on you. and if you ever go in bad terms with them, they will have a way to legally harm you.

    ...if that s how you end up living with your cat, trust me, you ll just want to take it and leave the country!

    your example doesnt fit here. because it will never be illegal for 2 men to live together. how can you prove they are gay? maybe they r just roommates?
    it is just frowned upon. just like it is frowned upon for non married couple to live together.

    but non married people just as gay do live together in lebanon.

    however if he wants to walk on the corniche while holding his bf's hand.... well then thats smth else.

  6. yeah... but no one is going to stop 2 guys living together.

    alot of guys share an aprt without being gay!
    and if they r a couple, how will anyone prove they are gay?

    i understand the necessity for the 534 to be abolished, but i dont see how does this guy with his bf be affected by it.

    I know MP Ghassan Moukheiber, and I showed him this page today, he has not received any letter and was unfamiliar with it. He is interested in replying but doesn't know on which adress, can you send you him a message on his facebook profile or let me know where you sent your letter to so that he can have Dr.K's adress to answer back?

    I hope you get this message in time.
    I have been personally in contact with Mr Moukheiber and sent him your letter myself.
    I can assure you that he hadn't received it. Can you please let me know where you sent it to?

    J'ai ete personnellement en contact avec Mr Moukheiber et je peux t'assurer qu'il n'a jamais recu ta lettre. Je l'a lui ai faite parvenir et je sais qu'il aimerait te repondre.

    Peux tu me dire a quelle adresse tu la lui aurais envoye ? Ca serait malheureux qu'il ait du courrier ou des lettres qui ne lui arrivent pas directement.

    Comment pourrait il te contacter? Tu aurais une adresse mail que je peux lui faire parvenir?

    C'est moi qui est à l'origine de cette lettre.
    Désolé d'avoir répondu en retard mais je viens de voir les derniers commentaires apres avoir été alerté par Mr GiB !
    Donc j'ai envoyé ce mail là le 17/06/2010 sur son adresse mail qui figure sur son site internet.
    L'adresse que j'avais récupérée était : ghassanem@gmail.com
    Bien entendu je n'ai jamais eu de réponse.
    y a t-il une autre adresse mail ? cette adresse est t-elle incorrecte ?
    Il peut me contacter sur mon adresse mail personnelle que Mr GiB a. Donc je te laisse le soin de la lui demander parce que je ne souhaite pas la partager en public.

  10. PS : il existe plusieurs profils facebook a son nom puis est ce qu'il gère ces deux profils là ?...c'est pour ça que je lui avait envoyé mon mail directement a son adresse mail.
